National Health Care Plan (1974)

A twelve-person jury explored the feasibility of the Citizens Jury process, using health care as an example. The Jefferson Center sponsored the jury, as part of its initial research and development on new democratic processes.

Presidential Election (1976)

Fifteen jurors met twice a week in the evening for a total of 17 meetings to review the pros and cons of the 1976 presidential election (Jimmy Carter vs. Gerald Ford). Democrat and Republican law students made the presentations. This was the first time a Citizens Jury was used to review candidates in an election.
